Policy and Governance Coordination Unit - PGCU

The Policy and Governance Co-Ordination Unit (PGCU) was established on 29th August 2017 and is headed by a Superintendent. The Unit has two separate and defined policy and governance coordination functions which may be categorised under the following initiatives within An Garda Siochana:

  • Policy Framework
  • Corporate Governance Framework 

Policy Functions under the Policy Framework

  • Development of a Policy Ownership Matrix for An Garda Siochana where all policy is assigned ownership at Assistant Commissioner/Executive Director level
  • Provision of policy development guidance/support for Policy Owners
  • Policy oversight through the management of a Policy Issues Log and renewal cycle
  • Liaison with the Risk & Policy Governance Board
  • Provision of training/briefing on the Policy Framework
  • Review/monitoring of the implementation of the Policy Framework
  • Development and maintenance of a Policy Section on the Garda Portal & Website

Governance Functions under the Corporate Governance Framework

  • Provision of guidance/support to Senior Garda Management in the development of governance structures within the Garda organisation
  • Liaison with the various Governance Boards on governance matters as appropriate
  • Development & maintenance of an Assurance Framework in accordance with the Corporate Governance Standard for the Civil Service to accompany An Garda Síochána’s Corporate Governance Framework
  • Conduct the Annual Review Commitments under the Corporate Governance Framework
  • Governance oversight through the management of a Governance Issues log
  • Provision of training/briefing’s on Governance themes & Issues
