HQ from the airMs. Kate Mulkerrins was appointed as Executive Director, Legal, and took up her position on 6th November 2017. 

Ms. Kate Mulkerrins, Executive Director Legal Garda Headquarters, has organisational responsibility for Crime Legal Section, Human Rights, Civil Legal Section and Employment Law and reports directly to the Chief Administration Officer.  The Executive Director Legal is responsible for providing legal advice to the Garda Executive on a wide range of civil and criminal legal issues. At the present moment the most significant areas of activity are generated by the COVID 19 Emergency legislation and the Interdepartmental Brexit Group.

The Executive Director Legal also represents the Garda Commissioner on a number of external committees including the Penal Policy Implementation Oversight Group, the Department of Justice Criminal Justice Strategic Committee and the Criminal Law Committee of the Law Society. Other areas of responsibility include the areas of the Human Rights, Ethics & Culture/ Strategic Human Rights Advisory Committee, the Senior Leadership Committee, the Risk & Policy Governance Board and the Governance Board of the Crime Training Faculty
