    Metal Theft

Metal Theft continues to be a dangerous and growing Crime in Ireland, which strikes at the very heart of the Community. Metal Theft can impact on Farmers, Commuters, Schools, Irish Businesses and key utility companies such as ESB, Eircom and Irish Rail.

In some regions it is reported to have reached alarming proportions. When the price of scrap metal rises, so too does the theft of scrap metal.

It is believed that this increase in the price of metal is a direct result of the rapid industrial development in countries like India and China. The metals most commonly stolen are copper, aluminium, brass and bronze and with the approximate market value of one tonne of aluminium estimated at €1,750 it can be a very lucrative business. Metal thieves target our manholes, churches, public buildings, telecommunication cables, homes and electricity substations. These thefts are putting communities in danger. There were 2,650 reported incidents in 2011.

Inspector Niall Featherstone and Mr Harold Kingston, Irish Farmers Association were in studio to offer advice to the public.

This months safety call presented by Sgt Kelvin Courtney included information on the 10th Garda ‘Supporting Safer Communities’ Campaign that will take place from Tuesday 25th September to Tuesday 2nd October 2012.

This ‘Supporting Safer Communities’ campaign will primarily focus on:

    * Crime Prevention/Reduction of Burglary

    * Road Safety

    * Supporting Victims of Crime

    * Age Card Awareness

The campaign will see many local initiatives such as Garda station open days or Garda information clinics, as well as larger national events all aimed at improving community safety.  Sergeant Courtney offered some simple crime prevention advice that can help reduce the number of burglaries.

Sgt Courtney and a representative from Saorview also offered advice on a recent scam involving bogus callers.

    Farm Security

Sergeant Kelvin Courtney was in studio to offered advice on Farm Security. He discussed the facts about theft of farm machinery and highlighted preventative measures that can be taken which are stated below.

    THEFT OF FARM MACHINERY -

Trailers are the most commonly stolen item of farm machinery.

Facts about Theft of Farm Machinery:

There have been approximately 1,316 items of farm equipment stolen in the past 12 months, a 5% increase on the previous 12 months.

Increased amounts of these thefts occur in Spring and Autumn, which may be related to peak farming activity.

Thefts can occur at all hours and days of the week.

Farm items stolen include Tractors, Quad Bikes, Gates and Fertilizer.

Simple but Effective Farm Machinery Theft Prevention Advice:

    1. Store your tools and smaller machinery in secured buildings close to the farmhouse.

Photograph machinery and tools, keep a detailed record of make, serial number and colour.

Mark the property with a uniquely identifiable brand in both obvious and secret locations.

For firearms storage use a secure firearms cabinet, secured to a solid wall.

    2. Restrict access to your farmyard, install gates and fix them to sturdy concrete or metal posts.

Keep them locked and consider appropriate signage such as “private property”.

    3. Consider installing an alarm and CCTV in vulnerable areas out of view of the farm house.

Install good lighting to illuminate areas viewed from the home or covered by CCTV.

    4. Consider joining a Community Alert scheme or starting your own.

Report suspicious activity to local Gardaí immediately. For further information on farmyard security visit our Crime Prevention page under www.garda.ie

The Gardaí at the National Bureau of Criminal Investigation are advising members of the public, particularly landlords in relation to renting their property to people engaged in prostitution.  They will offer advice to landlords as to how to prevent their properties being used for this purpose.  The brothels are usually properties rented or leased by ‘front couples’ so there is no direct link to the criminals behind the organisation.

    Advice to landlords:

    Vet prospective tenants carefully:

    • Look for Photo ID

    • Contact Referees

    • Look for Phone numbers

    • Set up standing orders and direct debits

    Inspection:

    • Make sure letting agreement has a right of inspection and exercise it

    • Make sure tenants are living there

To knowingly permit a brothel to be run on your premises is a crime

    Signs to look out for:

    • Lack of personal posessions on the property

    • Curtains closed during the day

    • High volume of callers to the property

    If you have suspicions:

    • Check with neighbours

    • Contact Gardai

    Cost to landlord:

    - Reduction in value and reputation of the neighbourhood

    - Loss of revenue when tenants are removed or evicted

    - Complaints from neighbours

    - Lengthy legal cases

    - To knowingly permit a brothel to be run on your premises is a crime and may result in a criminal conviction

The Gardaí at Swinford Garda Station are re-appealing for information on the murder of Edward (Eddie) Fitzmaurice, Bellaghy, Charlestown, Co.Mayo.

At 6.45pm on the 6th May 1998 Eddie’s body was found in a bedroom of his home.  It was established that sometime between 8.20pm on Friday, the 1st May 1998 and Saturday morning the 2nd May 1998 Eddie was attacked in his home.  He was assaulted, tied up, gagged and left to die over a period of five days.

The Garda investigation into the murder of Eddie Fitzmaurice has been co-ordinated from Charlestown and Swinford Garda Stations.  Despite exhaustive efforts to identify the culprits, nobody has been charged to date with this crime.

During this period of time it has been reviewed on an ongoing basis.  This was a particularly callous and brutal attack.  Eddie Fitzmaurice was 83 years old and lived alone.  He ran his own drapery shop for many years.  Eddie was a popular member of the community, who went about his day to day business, in a quiet gentle manner.

Fourteen years on An Garda Síochána are continuing to appeal for the public’s help.

    Appeal:

    • It is the belief of the investigation team that there are still persons who have information pertaining to this brutal crime. Gardaí are now appealing to them to come forward and tell the Gardaí what they know. This information may provide the key to solving this murder.

    • Gardaí appeal to people with information who may have been under duress at the time of this brutal murder and did not come forward. However all these years later their circumstances may have changes and we would urge anyone with information to come forward.

    • Crimestoppers have offered a reward for information leading to the identification and prosecution of the perpetrators. This was a particularly callous and brutal attack on a defenceless elderly man. Anyone with information no matter how insignificant they feel it may be to come forward.

The woman had been at a party with close friends nearby.  She changed into warm outdoor clothes for the walk home and left the party with a friend.  They walked together to some nearby shops and said goodnight, the woman continued on alone for her short walk home up the Cookstown Road.  It was approximately 4.40am.  As she was walking along she noticed a man standing near the bus stop, so she crossed the road to avoid him.

On the 30th of September 2004, a young student was sexually assaulted at Lough Atalia, Galway. The young student was making her way to a friends house and took a shortcut behind the Huntsman Public House on the Dublin Road at Lough Atalia. As she walked through the pathway, a male approached her and grabbed her. He threatened her with a screwdriver and subjected her to a harrowing sexual assault.

The woman provided a detailed witness statement to investigating Gardaí which was vital to their investigation at the time. They recovered several items at the scene belonging to the victim and a possible suspect, however the real breakthrough came however the following day when a council worker in a local cemetery found a pair of jeans and a jumper, placed on the side of a skip. The council worker was aware of the sexual assault that had occurred the previous night and immediately contacted the Gardaí.

The items seized at the scene of the assault and the clothing found in the cemetery were sent to the Forensic Science Laboratory for DNA Analysis. A DNA Profile was created for a possible suspect from the samples obtained on the clothing found in the cemetery and this profile was generated through Interpol to the UK DNA Database. A positive match was found for a male who had been arrested in the UK for a minor road traffic matter. This male was known to the Gardaí in Galway, extensive investigations followed and he was subsequently arrested on the 30th December 2004 in Portlaoise. He pleaded guilty to Aggravated Sexual Assault and was sentenced to eleven years in prison.

We highlight the investigation techniques used by the investigating Gardaí in this case and highlight the work of the Forensic Science Laboratory.

Further to a previous appeal, Gardaí wish to warn members of the public of the dangers of selling vehicles privately AND accepting bank drafts as payment.

FRAUDSTERS are targeting individual sellers and buying their cars using counterfeit bank drafts.  The car is immediately sold for cash, to innocent purchasers.

Gardaí wish to warn members of the public against the dangers of this.  For the SELLER of a vehicle, some tell tale signs to look out for is that FRAUSTERS will never actually view your vehicle which he is proposing to buy.  They will drag out the negotiations for almost a week or longer.  (This is so as to give him time to find a buyer for the vehicle).  They will insist on paying via bank draft and most likely he will insist on the transaction taking place on a Thursday evening or Friday.  The reason for this is that by the time the SELLER lodges the bank draft and it is discovered to be counterfeit, the vehicle will already have been sold on to an innocent PURCHASER.

And for the innocent PURCHASER the main warning is that the vehicle will be offered at well below its market value.  The FRAUDSTERS will suggest that the vehicle is a repossessed vehicle, hence the low price AND he will insist on being paid in cash.  At no time will the new PURCHASER ever get to meet the individual who is now supposedly selling the vehicle.

This SCAM is ongoing now since last year and it is believed that FRAUDSTERS have netted over €300,000 to date.

Our main appeal is to potential sellers of vehicles and indeed property in general.  Please be aware when accepting bank drafts as payment.  A number of bogus bank drafts are in circulation and are of good enough quality to deceive the unsuspecting punter.  Should you wish to accept a draft from someone as payment, please insist on getting the draft details first and then contact the relevant bank or financial institution to confirm the authenticity of said draft.

Unfortunately, since the last appeal more than 20 vehicle have been ‘bought’ with bogus bank drafts and sold on immediately with a cumulative loss of more than €200,000 in the last 12 months.

Member I/C  D/Garda Maria Flynn, Stolen Motor Investigation Vehicle Unit

Gardaí at the Stolen Motor Vehicle Unit, National Bureau of Criminal Investigation wish to warn members of the public of the dangers of selling motor vehicles privately.

A FRAUDSTER is targeting individual sellers and buying their cars using counterfeit bank drafts.  The vehicle is then immediately sold for cash, to innocent purchasers. The FRAUDSTER has posted adverts on the internet seeking ‘drivers’.  The ‘drivers’  are instructed to collect the bogus ‘bank drafts’ (unaware of their status) at Hotel reception desks and go to the seller and buy his/her vehicle – paying by bank draft.

Other ‘drivers’ are instructed to collect the vehicles in Hotel car parks (the keys having been left at reception) and bring the vehicles to innocent purchasers who will have seen an advert on a car trading website advertising the said vehicle for sale.  This purchaser will be instructed to pay cash for the vehicle. The ‘driver’ will collect the cash and then be instructed to bring it to a Hotel where it will be picked up by a 3rd party.

Gardaí wish to warn members of the public against the dangers of this scam and offer advice to legitimate buyers and sellers of cars.

The first Garda Supporting Safer Communities Campaign of 2012 will be launched by Commissioner Callinan on May 2nd and will run from May 3rd to May 7th.

Burglary prevention is one of the main themes of the campaign, as well as focusing on Victim Support and Road Traffic Education.

Our efforts during the campaign will be focused on raising awareness amongst the public of effective crime prevention and community engagement advice in order to tackle incidences of burglary.

In 2011 there were 27,439 recorded burglaries and related offences within the state.

    Many have the following characteristics;

    • 1 in 4 burglaries are committed by thieves entering through an unsecured door or window. This figure rises in the summer to almost 1 in 3.

    • Many burglaries 60% or more occur post noon. Late school runs and shopping trips are times of note.

An Garda Síochána will use all resources available to it to target these burglars. Operations around the country have already seen several arrests. An Garda Síochána encourages all home owners to partake in community alert or neighbourhood watch schemes to help combat the burglar.

www.garda.ie has dedicated crime prevention advice to help you avoid becoming a victim of burglary.

      Safety Call (Crime Prevention)

On this month’s traffic segment Sergeant Liam McGeraghty was in studio and discussed the recently launched “Operation Focus”.  This 24-hour initiative saw 54 Garda checkpoints set up at collision prone locations around Dublin.  It is a six-month operation not aimed at catching people breaking the law but reminding people of the laws put in place to help save lives.

      TISPOL

This month’s traffic segment focused on An Garda Síochána working in tandem with multi agencies conducting a TISPOL Checkpoint.

TISPOL is committed to reducing death, serious injury and crime on Europe's roads. Its activities are guided by research, intelligence, information and experience, to produce measurable results that contribute to reducing casualties and making roads
      safer.

Sergeant Liam Geraghty was in studio to discuss this matter further and offer advice to motorist.

On Friday, the 2nd February 2007 a fatal road traffic collision occurred on the Main Street in Arklow, Co. Wicklow.

The victim was a pedestrian who was struck and fatally injured by a Honda Civic car at high speed. The pedestrian was twenty one year old Daniel Mc Donald from Arklow and the driver of the Honda Civic was twenty year old Anthony O Reilly from Ballyfermot, Dublin 10.

Local Gardaí from Arklow Garda Station requested the assistance of the Forensic Collision Investigation Unit based at the Regional Traffic Division in Dublin Castle. An extensive and comprehensive examination of the scene was carried out and it was clear to the investigation team that this was not a typical road traffic collision. During the course of the investigation it was established that an altercation occurred earlier in the night at a local niteclub between the deceased and the driver of the Honda Civic. This altercation continued on the main street, where Anthony O’Reilly got into his car and drove it at Daniel McDonald. Anthony O’Reilly was later convicted of the murder of Daniel and is currently serving a life sentence.

This feature demonstrates the skilful work of the Forensic Collision Investigation Unit and Sergeant Liam Geraghty was in studio to discuss this solved case and highlight bad driving practices by motorists including speeding and driving while fatigued.

This month’s traffic segment was focused on learner divers and Sergeant Liam Geraghty was in studio and offered road safety advice for the coming Bank Holiday Weekend.

Garda Keith White was in studio with an update on missing person Denis Walsh missing since 1996.

His family made an appeal on the programme last month and several calls were received on the night.

Gardaí are following up on the information received and would like to thank the public for their assistance with this investigation.
