Visit of the 46th President of the United States of America, Mr. Joseph R. Biden to Ireland 12th – 15th April 2023

The 46th President of the United States of America, Mr. Joseph R. Biden will visit Ireland from the 12th – 15th April 2023.

On the 12th April 2023 the visit will primarily be concentrated in Co. Louth from late afternoon into the late evening.

On the 13th April 2023 the visit will be concentrated throughout the day in the Phoenix Park and Dublin South City Centre.

On the 14th April 2023 the visit will primarily be concentrated in Co. Mayo from early afternoon into the late evening.

The 46th President of the United States of America will arrive and depart at Dublin Airport, at various times over the course of the 4-day visit.  Normal operations will continue at Dublin Airport at all times, however travelling members of the public should allow additional time to arrive at the airport due to possible rolling road closures, particularly late Wednesday and early Friday.

The 46th President of the United States of America will arrive and depart at Ireland West Airport, on the afternoon and evening of Friday 14th April 2023.  Normal operations will continue at Ireland West Airport at all times, however travelling members of the public should allow additional time to arrive at the airport due to possible rolling road closures.

In general, traffic restrictions for the visit will be kept to the minimum required and it is intended that any impact on the public will be localised and minimal. 

However, the public can expect localised road closures to facilitate events and temporary rolling road closures to facilitate security escorts over the course of the 12th – 15th April 2023, in the locations above. 

The following Traffic Management measures, for security reasons, are currently in place:

Monday 10th April - from 0700hrs Parking restrictions on Earlsfort Terrace, Leeson Street Lower, Hatch Street Lower, Castle Street and Ship Street (until Saturday 15th April)

The following Traffic Management measures, for security reasons, will be put in place:

Tuesday 11th April – from 0700hrs Earlsfort Terrace closed to traffic, pedestrian access to businesses on Earlsfort Terrace via Hatch Street only (until Saturday 15th April)

Wednesday 12th/ Thursday 13th April – Phoenix Park will be closed to all access, traffic and pedestrians, from 5pm Wednesday 12th – 5pm Thursday 13th (arrangements are in place for local access ONLY)

Specific details on further local road closures, parking restrictions and traffic diversions for Louth, Dublin and Mayo will be published in the coming days.

General Information and Advice:

An Garda Síochána are working to ensure that the nature and scale of our policing and security operation continues to be proportionate to the need to protect everyone’s safety.

Our objective is to continue to share as much information with the public where necessary as soon as we are in a position to do so.

We would ask members of the public to heed the advice and instructions of Gardaí and we thank them for their continuing co-operation.

Members of the Public travelling in the affected areas, Louth 12th April, Dublin (Phoenix Park/ South City Centre) 12th /13th April and Mayo 14th April are be asked to plan their journeys during this period to ensure to leave enough time for possible traffic disruptions and to expect some localised delays.

An Garda Síochána has and continues to liaise with business and local residents in the key locations and will continue to communicate directly with them during the visit.

An Garda Síochána continues to engage with Transport Infrastructure Ireland (TII) and Public Transport Providers to minimise disruption to the Public Transport Network.

Louth - 12th April 2023

The 46th President of the United States of America will arrive in County Louth from Dublin Airport on the afternoon of the 12th April.

The following Traffic Management measures, for security reasons, will be put in place:

  • From 2200hrs (10pm) Tuesday 11th April until after departure on Wednesday 12th parking restrictions and road closures will commence in Carlingford:
    • Public Car Park – Tourist Office
    • Dundalk Street
    • North Pier
    • Newry Street
    • Old Quay Lane
    • Castle Hill & Back Lane
    • R173 Greenore Road

Further road closures on access routes, R173, R175, R176, to Carlingford, north and south of the Village will be implemented on the morning of the 12th April, time to be confirmed.

  • From 2200hrs (10pm) Tuesday 11th April until after departure on Wednesday 12th parking restrictions and road closures will commence in Dundalk:

    • Seatown Place
    • Jocelyn Street
    • Roden Place

The M1 motorway remains unaffected.

The N52 (Inner relief Road) will largely be unaffected, subject to change by operational demands on Wednesday 12th April.

From 1800hrs (6pm) Wednesday 12th there will be traffic restrictions/ temporary closure along the R173, R175, N52 between Carlingford and Dundalk.

The 46th President of the United States of America will arrive in County Louth from Dublin Airport on the afternoon of the 12th April.

Carlingford Village and Dundalk Town Centre are open for business.

Access to Dundalk town centre (Clanbrassil Street and Market Square) is currently restricted to pedestrian access only with further wider restrictions from 5pm.

Additional traffic restrictions will take place in Carlingford from 4 pm.

If attending either Carlingford Village or Dundalk Town Centre members of the public are encouraged not to be in possession of large bags.

For security reasons pedestrians seeking to access certain areas and any bags in their possession may be subject to search.

Any item that could be determined to be a safety hazard, including but not limited to large items such as flag poles, tripods, folding steps, folding chairs etc… may be restricted.

Dublin - 13th April 2023

There are no public events in the Dublin Region.

Dublin City Centre remains open for business.

The 46th President of the United States of America will arrive at Dublin Airport on the afternoon of the 12th April.  Normal operations will continue at Dublin Airport at all times, however members of the public, travelling through Dublin Airport at this time, should allow additional time to arrive at the airport due to possible additional security patrols in the vicinity of Dublin Airport.

The following Traffic Management measures, for security reasons, will be put in place:

  • From 0700hrs (7am) Tuesday 11th April Earlsfort Terrace is closed to traffic, pedestrian access to businesses on Earlsfort Terrace via Hatch Street only (until Saturday 15th April)

  • From 0700hrs (7am) Tuesday 11th April until Saturday the 15th April, parking will be prohibited at the following locations.  The majority of these streets already have daily parking restrictions (clearways, double yellow lines etc…)

On the afternoon of Friday 14th April the 46th President of the United States of America will depart Dublin Airport for Ireland West Airport.  Normal operations will continue at Dublin Airport at all times, however members of the public, travelling through Dublin Airport at this time, should allow additional time to arrive at the airport due to possible additional security patrols in the vicinity of Dublin Airport.

Foxford/Crossmolina to Killala

From Foxford (N26), approach the traffic lights at the Font and turn left out Lord Edward Street. Continue out the Crossmolina Road to Gurteens roundabout. Take the third exit onto the Old Crossmolina Road. Turn left at St Patrick’s Church and travel down Sli Ectra turning left at the junction with the Killala Rd (R314).

From Crossmolina (N59), approach Gurteens roundabout and take the second exit onto the Old Crossmolina Road. Turn left at St Patrick’s Church and travel down Sli Ectra turning left at the junction with the Killala Rd (R314).

Foxford to Crossmolina

Route is unaffected.

Killala to Foxford

From Killala (R319) approaching Ballina, turn right up Sli Ectra. Continue up Sli Ectra turning right at St Patrick’s Church. Continue out the Old Crossmolina Road towards Gurteens Roundabout. Take the first exit and continue in the Crossmolina Road towards Lord Edward Street. Turn right at the Font onto the N26.

Ballina to Sligo

N26 to Foxford continue to Swinford, at Swinford take N5 to Charlestown, at Charlestown take N17 to Sligo via Tubbercurry
Sligo to Ballina town, Crossmolina (as normal if going east side of bridges)
Sligo to Tubbercurry & Charlestown on N17, At Charlestown take N5 for Swinford continue on N5 and at Swinford take N26 for Foxford/Ballina

Enniscrone to Crossmolina

From Sligo (N59) approaching Ballina, turn left up Bunree Road turning right at T junction onto Healy Terrace, continue on Healy Terrace turning left onto Church road (sign posted Attymass) continue on Church road until it meets N26 – turn right for Foxford/Ballina

Crossmolina to Enniscrone

Ballina take N26 to Foxford, in Foxford travel towards Swinford until road on left signposted Attymass, turn left and travel on this road until Ballina, turn right onto Healy Terrace continue on Healy Terrace, take the left onto Bunree Road Signposted Sligo, continue on Bunree road until T Junction turn right onto N59 sign posted Sligo

Persons attending the event are requested to use shuttle busses provided on each route into the town as there will be no parking provided in Ballina town.

The 46th President of the United States of America will arrive in County Mayo at Ireland West Airport  from Dublin Airport on the afternoon of the 14th April.  Normal operations will continue at Ireland West Airport at all times, however travelling members of the public should allow additional time to arrive at the airport due to possible temporary road closures.

The following Traffic Management measures, for security reasons, will be put in place:

  • From approximately 12.30pm to 3pm temporary traffic restrictions may occur on the N17 between Charlestown and Claremorris.
    • Diversions will be in place during any traffic restrictions
  • From approximately 1.30pm to 3.30pm temporary traffic restrictions may occur on the N5 between Charlestown and Castlebar.
    • Diversions will be in place during any traffic restrictions
  • From approximately 12noon to 5.00pm local traffic restrictions will be in place in Castlebar
  • From 10am on 14th April until after the public event finishes in Ballina access to Ballina will be restricted to local residents and business workers only.
  • The N59 through Ballina will be closed to traffic from 10am for the duration of the event.
  • In general Traffic intending on travelling through Ballina on the N59 should divert via N26/ N5/ N17 Foxford, Swinford, Charlestown, Tobercurry, Sligo
