The Garda National Technical Bureau (GNTB) provides highly skilled expert teams to support major and complex crime scene investigation and forensic analysis across the State. Such teams also provide expert training throughout An Garda Síochána. The Bureau has an oversight and governance role in respect of the retention & destruction of biometric data and the destruction of controlled drugs & firearms. Recently, GNTB has also taken over responsibility for Firearms Stores.

The International Standards Organisation sets standards that are recognised worldwide relating to quality management systems that are designed to assist organisations in ensuring that they meet the needs of their stakeholders.

The Quality manager coordinates the activities required to meet the ISO 17025:2017 and ISO9001:2015 quality standards. Quality managers monitor and advise on the performance of the quality management system, produce data and report on performance, measuring against set standards.

They will liaise with other managers and staff throughout the Garda National Technical Bureau to ensure that the quality management system is functioning properly. Where appropriate, they advise on changes and how to implement them and provide training, tools and techniques to enable others to achieve quality standards. The role of the ISO Quality Manager involves a wide range of responsibilities which can be viewed in the attached booklet.

Job Specifications:

This role of ISO Quality Manager involves a wide range of responsibilities, including:

Operational support

• Ensure ISO 17025 and ISO 9001 standard clauses are being complied with, through continuous monitoring and assessment of the work carried out at the Garda National Technical Bureau 
• Maintain the Quality Management System and Quality Systems records
• Plan internal audits and Management Review Meetings
• Review and approve corrective actions
• Review complaints and approve actions
• Authorise document changes
• Document Control of all Procedure Papers, Forms & Worksheets
• Issue finalised procedure papers to sections
• Provide training on the Quality Management System to GNTB staff
• Liaise with accreditation bodies INAB and ISOQAR
• Liaise with Garda Management in all areas of Quality Management System

Other Activities

• Approve all changes to ISO procedure papers
• Prepare audit schedule each year
• Prepare checklists for audits
• Allocate audits to auditors for completion
• Issue audit checklists and audit reports to auditors
• Check audit results and sign off once they are completed correctly
• Issue non-conformances for issues raised during internal and external audits
• Follow up on non-conformances detected during audits
• Maintain master copy of all ISO procedure papers
• Maintain corrective action register
• Maintain distribution list of all ISO procedure papers issued
