Public | I am writing on behalf of the Killough Community Group (TPPN-01760) to request a formal schedule that identifies the dates, quantities and types of explosives or ‘blasting agents’ used at Killough quarry, operated by Roadstone, in Thurles, Co. Tipperary, E41 T622. Please consider this an AIE request which is required to support the public interest (in the planning process) as defined in the relevant legislation. I refer to S.I. No 237 of 1971 and note that these records are required by statue to be maintained. With reference to the European Communities (Access to Information on the Environment) Regulations 2007 to 2018 (AIE) for access to information held by and on behalf of the Irish State and the European Union and request, as a matter of public interest as provide by S.I. No. 133/2007 - European Communities (Access to Information on the Environment) Regulations 2007, I request a copy of the records maintained, of each primary blast and the following as required by S.I. No. 123/1972 - Mines (Explosives) Regulations, 1972: a) The date, time and location of the blasts for the period 1998-2024 inclusive. a) The burden, spacing, depth and number of holes blasted for the period 1998-2024 inclusive. b) The total weight of explosives or blasting agent used in each blast, and the average footage of top stemming and firing delays used in each hole for the period 1998-2024 inclusive and b) The amount of material that became available due to the blast for the period 1998-2024 inclusive. c) Records of seismic activity in or around the quarry, directly relating to blasting. d) Any other environmental information, as defined in Article 2(1) of the Directive, Article 3(1) of the AIE Regulations. As we understand it is intended Bio Gas facilities will operate for potentially the next 50 years, Tipperary County Council and An Board Pleanála should be provided and consider the impact of blasting to the proposed development as part of the planning process the impact of previous and future accumulated force of explosive material and its impact on volatile and vulnerable bio gas facilities to be constructed and operated by Roadstone for the life of the proposed development.
