You are invited to attend a joint training exercise between An Garda Síochána, HSE(National Ambulance Service), Defence Forces and Dublin City Council(Dublin Fire Brigade) that will take place at Dublin City University 16th November 2018. An Garda Siochana will take lead on this exercise.
An Garda Síochána and our partner agencies are exercising our activation, response, and coordination in responding to a complex and dynamic emergency – in this case a terrorist attack. The "platinum 10 minutes” and the "golden hour” are crucial in terms of saving the lives of those injured, and the exercise will also focus on the safety of the first responders. As specialist Garda units(Armed Response Units, Emergency Response Unit and Hostage Negotiators) respond, An Garda Síochána identify and create safe areas for the treatment and recovery of the injured

The exercise will take place between 7pm and 8.30pm. There will be pre-determined media locations which will provide unique opportunities to review and record the exercise as set out in the scenario detailed below. Should you wish to attend it will be necessary to register your interest at the Garda Press Office. Closing date for registration is 12midday on Thursday the 15th of November 2018. Each organisation is restricted to two personnel and will be required to furnish the names of persons attending, email, and mobile contact details to pressoffice@garda.ie. Please note that there is limited spaces so early registration is recommended.
Attendees will be required at Santry Garda station at 5pm on Friday the 16th of November 2018, parking is available at Santry Garda station.
A minibus will then bring the media to a location in DCU where the scenario and safety briefing will be given, this will be followed by a quick walk through of the predetermined locations. There will be a requirement for media at one location to "pool” and this can be determined on the initial walk through. This is a real time exercise, therefore movement between locations will be limited and time sensitive.
Health and Safety Officers direct that all attendees wear hi-viz jackets. There will also be a requirement for some media to wear ear and eye protection. Access to the restricted areas will only be accessible to those who have registered and attended the briefings
A brief outline of the exercise;
Scenario;
Garda Control Centre receive a 999 call that there has been a serious road traffic collision on the Campus at Dublin City University and that the car involved has been driven into a nearby car park. A number of minutes later a number of assailants exit the car and start attacking by-standers. The assailants then run into a building and take a number of hostages.
During the course of the exercise variable interjections will be introduced into each scenario. Due to the nature of this exercise all media will be required to comply with all directions given by appointed media liaison staff. It should be noted that this in a learning exercise and interjections will be used to challenge all participants. Therefore, all media must remain within the designated media areas at all times.
