An Garda Síochána are in the process of out-sourcing the towing, storage, disposal, sale and administration of seized vehicles in all Garda Divisions

Towing Management Eastern Region to include Meath, Westmeath, Kildare, Laois/Offaly, Wicklow & The DMR East.

A procurement competition will be advertised in the Official Journal of the European Union for the Garda Eastern Region plus Dublin Metropolitan Eastern Region. There will be separate lots for each of the Garda Divisions; details of the lots are as follows:


LOT – 1     KILDARE DIVISION

LOT – 2     LAOIS – OFFALY DIVISION

LOT – 3     MEATH DIVISION

LOT - 4      WESTMEATH DIVISION

LOT - 5      WICKLOW DIVISION

LOT - 6     D.M.R. EAST DIVISION


Bidders will be able to bid for one or all of the Lots.


The Chief Superintendent for each of the above Divisions is responsible for ensuring that there is a contract in place within each of the Divisions following a public procurement exercise and will have representatives present at the meeting to answer any queries.

The Gardai require the services of towing operators to assist with the removal of cars to a pound for PSV inspections as a result of an accident, where the vehicles can be seized under Section 41 RTA because the driver has no insurance, no tax for over three months or the driver is under age for example.

The vehicles will be stored until An Garda Siochana authorise its release because for example the driver has taxed the vehicle, or the PSV inspection is completed. These contracts will require a supplier to be at the scene within 30- minutes of the call out on a 24/7/365 basis. 


A meeting for all interested parties service is to be held in Osprey House Hotel Naas, Co. Kildare at 2.00pm on Tuesday, 26 June 2012.

Meanwhile, Suppliers should register as a supplier on the Government e-Tenders website –www.etenders.gov.ie

This service is free of charge to suppliers and once registered the Supplier will be automatically notified of this competition as well as future competitions in the towing management category and other categories where they have registered an interest.
The meeting will afford an opportunity for attendees to gain an understanding of what is involved in tendering for Garda competitions, the specific requirements of towing managmenet, i.e  potential bidders will need to address isssues such as access to towing equipment, secure storage facilities, administration systems to deal with processing vehicles seizures and disposals.

When completing tender documentation it is important for bidders to address all the elements of the specifications and the Garda representatives will explain this to the meeting. Companies will be able to bid for one or all of the individual Lots and the procedure will be explained to them.

The aim of the meeting is that attendees will go away fully understanding the requirements for towing management and as a result put in a tender that addresses all the requirements of the tender.
