Background:
Henry (Harry) Phelan, born on 25th December, 1900, came from Rushin, Mountrath, Co. Laois, and joined An Garda Síochána on 27TH May, 1922. Prior to joining An Garda Siochana he served in the Volunteers. He took a keen interest in sporting activities in the Callan area and had a particular love for hurling. He was single. Garda Phelan was the first member of the newly formed Garda Síochána to be killed.

Circumstances:

On 14th November, 1922 Garda Phelan went to a shop in Mullinahone, Co. Tipperary to purchase hurleys for a team he, and colleagues, were starting in Callan. While he was in the shop two armed men entered and, without warning, shot Garda Phelan dead
