Organisation Development Unit
The Organisation Development Unit (ODU) acts as an internal consultancy for senior Garda Management and reports to the Chief Superintendent, Change Management. It was established in 1994.
The Unit’s remit includes:
- The identification of international best practice in police management and operations
- The development of leading-edge interventions to increase the effectiveness of An Garda Síochána
- The identification and facilitation of solutions to issues raised by senior Garda management
The Unit fulfils its remit through:
- Researching the structures, processes and practices of international law enforcement agencies
- Conducting strategic analysis of Garda sections and policies
- Assisting in the development and review of Policing Plans
- Assisting in the development and implementation of the Garda Corporate Strategy
- Reviewing the effectiveness of Garda units and sections
ODU personnel have a broad range of operational policing experience, and a good understanding of the systems and mechanics of the Garda organisation. They hold postgraduate qualifications in disciplines such as criminal justice, strategic planning, business analysis, economics, policy science, public administration and public management.
